To mitigate the risk of mosquito breeding in roof gutters, which are often difficult to access for inspection and maintenance, the National Environment Agency (NEA) of Singapore implemented stringent rules regarding roof gutters in 2005 and 2016.
Exceptions Where Gutters May Be Allowed
These rules were then updated in The Code of Practice on Environmental Health (COPEH) 2021 edition. NEA has clarified that in some scenarios, roof gutters may be allowed without a waiver application, if they meet safety and maintenance access criteria:
✔ If the entire gutter run (including outlets and downpipes) can be safely inspected and maintained by the occupier from a permanent accessible space (e.g., a flat roof or balcony) or is directly accessible via a staircase or a fixed ladder.
